Our client, a large city in the Montérégie region, is currently looking for a project manager - development projects and infrastructure - for its engineering department.

Nature of position

Under the supervision of the head of the Infrastructure and Buildings Division, you will be responsible for the planning, organizing, validation, design, carrying out and control of various development projects involving promoters or municipal infrastructure repairs.

  • Plan, design, oversee and control civil engineering projects related to city services and requiring complex technical knowledge involving construction projects or municipal infrastructure repairs;
  • Establish and negotiate certain parameters for memoranda of understanding with promoters, liaise with other departments involved, write up memoranda of understanding, and follow up on administrative documents starting with the opening of the file through to the closing of memoranda of understanding;
  • Follow up with promoters to ensure that development projects go smoothly and work closely with the city planning department;
  • Analyze, evaluate, and check the technical quality of plans and blueprints for projects presented by consulting firms;
  • Follow up on contracts awarded to external consulting firms, in compliance with engineering department requirements;
  • Work up, prepare, supervise, sign, and seal project plans and blueprints, ensure that they comply with laws and regulations in force, move forward with design of works, write up design notes, cost estimates, plan and prepare tender documents, write up specific clauses, review plans and profiles, prepare price schedules;
  • Provide functional supervision of a technical nature for technicians and designers;
  • Prepare and write up invitations to tender for professional services, evaluate cost estimates, and follow up with the chosen suppliers;
  • Prepare technical reports, feasibility studies, and cost breakdowns of infrastructure for taxation;
  • Manage contracts throughout the course of the works being done in compliance with the memorandum of understanding, perform budget and schedule controls, and monitor the quality of the works;
  • Negotiate with contracts for change orders, check and control instalment and final payment authorizations for works with a view to recommending payments to contractors. Oversee interim and final inspections and write up the required reports;
  • Provide technical and planning support for the various divisions and directorates and answer requests from citizens, promoters, and builders concerning municipal services;
  • Carry out any other task related to your duties.

Required qualification

  • Bachelor's degree in civil engineering or construction engineering;
  • Over 5 years of experience relevant to the position;
  • Member in good standing of the Ordre des ingénieurs du Québec;
  • Knowledge of standards: MTMDET (Ministère des Transports, de la Mobilité durable et de l'Électrification des transports), Design Guide for Storm Water and Design Manual for Storm Water Management (MDDELCC - Ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques), BNQ (Bureau de normalisation du Québec) 1809-300 - Construction works - general technical clauses - drinking water conduits and sewers;
  • Fluent in French and functional knowledge of English;
  • Knowledge of hydraulic simulation software (PCSWWM) is an asset;
  • Organizational and planning skills.
