BACKGROUND

The Planning for Enterprise Performance (PEP) project is a departmental initiative with a vision to put in place a solution that will deliver a standardized planning and performance reporting environment that fully integrates operational and financial information for all stakeholders across all of Health Canada.  The PEP solution aims to respond to the needs of managers at all levels for access to tools that meet their planning and performance monitoring & reporting need and leverage the existing SAP ERP financial system and FIRMs solution-deployment model to build a more robust, sustainable, and fully automated operational planning, budgeting, forecasting and reporting platform.

DUTIES

A qualified resource is required to undertake the following activities: 

  • Advise on business process analysis and reengineering, including business process improvements and identifying enhancements to improve the process;
  • Advise and assist the chief of FIRMS on development process, including gathering requirements and analyzing business processes;
  • Advise and assist the chief of FIRMS on creation of functional specifications based on business processes;
  • Advise and assist the chief of FIRMS on the training strategy for operational planning processes;
  • Advise and assist the chief of FIRMS on creation of testing strategy for operational planning functionality to ensure that it meets business processes;
  • Advise the chief of FIRMS on development methodologies and organisation required to support operational planning
  • Advise the chief of FIRMS on governance;
  • Create briefings and communications as required;
  • Advise the chief of FIRMS on the capabilities of the WebFocus tool.

MANDATORY CRITERIA (resource must have the following)

Must meet the Minimum Mandatory Qualifications as per  THS, Annex “C” of Part A, Statement of Requirement-Classifications (Version 1) available on the THS website http://www.tpsgc-pwgsc.gc.ca/app-acq/sat-ths/classifications-eng.html

The proposed resource MUST demonstrate they have:

Education/Certification

  • Secondary school diploma;
  • A valid certification in a system development or project management methodology.  

Experience

  • At least five (5) years of experience within the past seven (7) years in gathering and analyzing business requirements and recommending business process improvements;
  • At least two (2) years of experience within the past seven (7) years in providing end user operational planning support;
  • At least three (3) years of experience within the past seven (7) years on projects in development of operational planning systems;
  • At least five (5) years of experience within the past ten (10) years communicating with people at senior levels of the organization;
  • At least five (5) years of experience with the federal government;
  • At least one (1) year of experience working with the WebFocus tools providing advice and guidance to organizations on data integration and reporting;
  • At least five (5) years of experience within the past seven (7) years in providing advice on development methodologies.

Enhanced security clearance is required.
